It is only a report about the project and it is not the solution of the case. This specification may have lot of misunderstandings, lot of tension for your team, errors, uncertainties, etc. There are no easy approaches to the problem. If you cannot spend the time at the beginning, it will demand more cost you far more later on. The result of this thought should be a written definition of what is necessary.
